The final safety preparations for the Miss America Pageant are in full swing. Authorities are focusing on the boardwalk where the contestants will "Show us Their Shoes" in a parade Saturday.

EWARK — A $7.5 million construction project to install more than a mile of large sewer pipes in the South End has gone largely unnoticed by avoiding traffic and neighborhood disruptions. 

Site preparation began in April and pipe work started in May on the Raccoon Creek Interceptor Sewer in south Newark, Utilities Superintendent Roger Loomis said. When installed and connected, two sets of 48-inch sewer lines will stretch almost 7,000 feet along the north side of the South Fork of the Licking River, from Raccoon Creek to the confluence of the North Fork of the Licking River. 

The project is another in Newark’s massive efforts to separate storm and sanitary sewer lines, often forcing the city to tear up streets for weeks at a time. 

Two new lines — one sanitary and the other a combination sanitary-storm sewer line replacing the current one — will reduce the combined sewer overflow that discharges untreated sewage into the river during heavy rainfalls. The U.S. Environmental Protection Agency requires cities to reduce their overflows, Loomis said, and this project is the end of phase one of Newark’s long-term, $36-million plan to do just that. 

The city is phasing in separate lines to control costs while reducing the discharge. 

“Our whole goal with this CSO project is to continue to work at it, but not spend a billion dollars,” Loomis said. 

The city borrowed funds from the EPA through the Ohio Water Development Authority to pay for the work and will repay the loan through the city’s user rates, Loomis said. While construction costs total $6.8 million, engineering costs should elevate the final tally to $7.5 million. 

The project will be funded mostly through wastewater fees, Loomis said, but part of it will be covered by stormwater fees. The average homeowner pays $21.63 monthly for sanitary sewer and $6.50 a month for storm sewer, he said. 

The Raccoon Creek Interceptor Sewer project requires installing siphons beneath the waterways in three spots: the North Fork at the east end, the South Fork at Franklin Avenue, and Raccoon Creek at the west end.

“You’re diverting all the flow from half to three-quarters of the river,” he said. 

That process will be repeated at the other two crossings to connect the new lines with sewer lines to the south and west.
